General Overview Vic is a by the book kind of person. Policy and procedure play a big part in Vic's decision making process. With that said however, there do come times when Vic must try to adapt to certain situations. Experience and observation then take over.
Strengths & Weaknesses Vic thinks through just about everything. He accounts for as many possibilities as humanly possible. When he does make a decision, it is hard to sway his judgement. Generally, Vic is a people person.
Ambitions Vic takes his job very seriously and with that in mind, he tends to play the game of life as if it is a chess game, since most of his time is spent dealing with tactical situations. His goal is to win.
Hobbies & Interests Vic enjoys creating holonovels. It serves as his creative side of life. He has a knack for bringing on the suspenseful cliches of the galaxy.

Personal History Vic was born in San Francisco, California, on Earth in 2359. From an early age, his parents, both members of the Starfleet Engineering Corps, recognized his aptitude for academics and began his early childhood instruction. Over the course of his childhood, Vic excelled on a day to day basis in his studies, but when it came time for examinations, he found his success plummet. In other words, his test taking abilities hindered him in many situations. As he grew into adolescence, Vic initially struggled with bonding, particularly involving those his own age. His turning point was the death of his mother, when he was fifteen. He was heartbroken and plunged into a self-destructive path. He took many risks in a variety of situations, such as gambling and racing. He even went so far as stealing a shuttlecraft to leave Earth. He was, of course, caught before he left orbit and was confined.

Vic's second turning point was at seventeen, when his father unexpectedly passed on due to complications in a seemingly routine surgical procedure. Vic was the eldest of three male children, and he felt it his responsibility to care for them. His mother's sister, who had become a mother-figure to the boys, had taken them in. Though not a member of Starfleet, Vic's aunt pushed him to strive to be the very best he could be. At age nineteen, Vic was accepted into Starfleet Academy.

Though he enjoyed science and many of the concepts he had learned in engineering, Vic chose to study security and tactical procedures. He excelled at the academy, taking comfort in his studies and putting everything he had into it. Over the four years at the academy, Vic took part in various tactical and command drills, audited several energy systems courses, and pursued his only other interest, piloting.

In 2382, Vic graduated from Starfleet academy, earning a commission as a Lieutenant JG. He was assigned to the USS Issachar as a tactical officer. The Issachar was a Galaxy Class ship that was on a year long mission to patrol the Neutral Zone. There were several skirmishes, both in space and on ground. Vic was adept at being a bridge tactical officer, but his specialty was in ground combat. He had earned quite a name for himself and after the first year of being onboard. The next two years went by relatively smoothly. The Issachar had resumed a course of exploration and explored new areas of the Beta quadrant. During one such mission, the entire senior staff was taken hostage by a group of terrorists posing as dignitaries from a world seeking entrance into the Federation. Though he was not the senior officer on the ship, Vic took charge seeing that the ship needed a commander. They were able to effect a rescue using a ground infiltration unit. In 2384, Vic was promoted to Lieutenant and once or twice a week, he took the night watch on the bridge.

In 2385, upon returning to Earth, Vic was reassigned to the Prometheus Class USS Victory as the Chief Security Officer. The Victory was a newly launched ship assigned to patrol the Neutral Zone. As a heavily armed ship, it served as a replacement for ships more designed for explorer type missions. Vic enjoyed the idea of "playing hero" or at least acting like it. Keeping watch over someone gave him a sense of accomplishment and duty.
